Introduction – Prince George’s County and District of Columbia Reinforcement and Reliability Project (PGCDCRRP)
Big Pine Consultants LLC (Big Pine) has been instrumental in overseeing and managing the Prince George’s County and District of Columbia Reinforcement and Reliability Project for Washington Gas Light Company (WGL) from its inception. Our comprehensive services have encompassed planning, environmental studies, permitting, land acquisition, engineering, public outreach, and construction. As a result, we have ensured the successful completion of this critical infrastructure initiative.
Reliability and Reinforcement Project Overview
The project entailed the installation of a 16-mile, 24-inch diameter coated steel natural gas pipeline, along with two regulators and a pressure reducing station. These enhancements were designed to fortify the WGL distribution system, significantly improving reliability for the region. The project’s scope included traversing both rural areas in southern Prince George’s County and urban settings near FedEx Field in Landover, MD.
Our Contributions to the Washington Gas Light Company Reinforcement and Reliability Project
- Oversaw the Joint Permit Application (JPA) process, including wetland and stream delineation, endangered species consultations, and historic properties assessments. Coordinated public engagement activities such as open house meetings and hearings.
- Managed Forest Stand Delineation, Natural Resources Inventory (NRI), and Tree Conservation Plan 2 (TCP-2), facilitating the purchase of forest mitigation credits.
- Completed the Mandatory Referral process with the Maryland National Capital Park and Planning Commission (MNCPPC).
- Managed permitting consultants for Erosion and Sedimentation Control Plan approval, Site Development Fine Grading permits, and Special Utility Permits.
- Oversaw mechanical design aspects of the project through collaboration with design consultants.
- Developed Traffic Control Plans (TCP) and secured Special Utility Permits from the Prince George’s County Department of Permitting, Inspections, and Enforcement (DPIE).
- Coordinated Maryland State Highway Administration (MSHA) applications for utility installations across various roadways.
- Managed easement acquisition processes, including direct acquisitions.
- Coordinated with PEPCO to negotiate a license agreement to place the pipeline within PEPCO electric transmission right-of-way.
- Negotiated amendments to the license agreement for certain requirements.
- Coordinated with WGL and their contractor during construction to maintain compliance with the license agreement and closeout of initial construction requirements with PEPCO.
- Coordinated and executed easement amendments as needed.
- Reviewed contractor proposals and invoices throughout the construction phase.
- Led weekly progress meetings with construction contractors and stakeholders to ensure project milestones were met.
- Ensured contractor compliance with permit requirements and environmental standards.
- Assisted in the production of public outreach materials, including an online webmap application and custom trail signs.
- Addressed stakeholder comments and complaints to achieve satisfactory resolutions.
- Created a project-level construction stage open issue tracker, tracked issues, and documented issue closure.
- Managed the construction of new park equipment at New Orchard Park as per the agreement with MNCPPC.
